Overall Purpose:

The post holder will have operational responsibility for the management of the hard services MEPH function of the MRC London Institute of Medical Science (LMS) that underpin the Institute’s research programmes. A large part of the Institute activity will move into a new building in 2022, and it is expected that initially the post holder will be heavily involved in familiarisation and hand over of the new build and will assist in the establishment of systems for hard services management. Following transition to the new building the post holder will assume responsibilities as described below across the LMS estate.


Main Duties / Key Responsibilities:

 Manage directly or via third parties the following services, regularly reviewing options and ensuring cost effectiveness:

  • Operational management and responsibility for the LMS’ Hard Services management function
  • Building management including planned preventative, reactive and strategic maintenance of plant and services, disruption management, effective interface with PPM providers and campus wide partner communication
  • Ensuring all plant and equipment is serviced and certified in accordance with UKRI and legal requirements
  • Responsibility for carrying out condition surveys and proposals for future improvement of the laboratories, offices and communal areas as well as building infrastructure
  • Management of the Hard Services incident reporting system and escalating issues as necessary
  • Management of the Hard Services inspection system including identification of improvement opportunities
  • Site partner liaison with regard to small works projects, refurbishments and disruption management
  • Manage the permit to work system for all contractors ensuring all documentation is submitted in time to facilitate the works
  • Lead, mentor and develop the Engineering and Help Desk team, included appraisal cycle and training
  • Undertaking energy and utilities usage studies and helping with compilation of the annual environmental report
  • Commission and undertake fire risk assessments and ensure they are continually up to date
  • Responsibility for obtaining service contract quotations, and management of purchasing, invoicing and payment authorisation for hard services within delegated authority limits and in line with UKRI policy
  • Compilation and submission of small works project documentation for approval by the Head of Estates and stakeholders
  • Project planning including budget management, tender process, contractor management and defects resolutions
  • Provide an out of hours call out facility with respect to hard services emergencies and business continuity events
  • To deputise for the Head of Estates when required
  • Provide cross cover for the Facility Manager when necessary

A member of the crisis management team with respect to building infrastructure and utility services

Any other duties commensurate with the grade


Working relationships:

  • Managing the staff of the Hard Services team of the LMS – expected to be 2-4 members of staff
  • Create and maintain strong working relationships within the LMS, particularly with the Laboratory Managers, Scientific Facility Managers, Laboratory Services Manager, Health and Safety Manager and Purchasing Manager
  • Create and maintain strong working relationships with external partners (Imperial College and NHS Trust) in the Facilities environment at all levels, but specifically at management grade
  • Facilitate collaborative relationships with research staff both in the LMS and in Imperial College, particularly group leaders.
  • Create and maintain strong working relationships with MRC partners (MRC Head Office, other MRC centres and SSC) in the Facilities environment, specifically at management grade
  • Developing and maintaining relationships with key external suppliers of relevant services, particularly those involved in small works and relocation projects

Permanent appointment, subject to 6 month probationary period

Education / Qualifications / Training required (will be assessed from application form):


  • A good honours degree (2:1) or equivalent


  • Equivalent experience in Hard Services Management or Engineering
  • Member of the Charter Institution of Building Services Engineers (CIBSE)
  • National General Certificate in Occupational Health and Safety (NEBOSH)

Previous work experience required (will be assessed from application form and at interview):


  • Experience of managing complex Hard Services, staff and budgets gained within either a public or commercial sector
  • Experience of managing multi-stakeholder projects and management of end user requirements
  • Experience of contractor selection and management including tender cycle, KPI/SLA audit and management
  • Previous experience of relocation management and refurbishments


  • Experience of managing a complex property portfolio, staff and budgets gained within a research environment
  • Experience of managing facility operations and maintenance services in a complex research environment
  • Extensive experience of working in a research laboratory environment, preferably in biological sciences
  • Experienced in project/ programme management processes and tools that may be applied to non-construction related activities of the LMS
